Monte Sereno is Launching an SB 10 Program!

The City of Monte Sereno is preparing a Senate Bill (SB) 10 Ordinance, which is required as part of the 6th Cycle Housing Element, which was adopted in May 2024. Two lots at 15785 and 15791 Winchester Boulevard were identified for rezoning according to SB 10 regulations, which allow these parcels to potentially be developed with up to 10 housing units each.

What is SB 10?

The goal of SB 10 is to streamline housing development by allowing cities in California to allow different development types. This means that, through SB 10, the City can rezone parcels to allow up to 10 residential units on one lot. Housing Element Program Process

The process of adopting SB 10 will include public hearings with the Site and Architectural Commission and the City Council. More information about these meetings will be available once they are scheduled. 

In addition, the City will develop a process for interested property owners to request rezoning for their property to allow for SB 10 housing. More details will be provided about the rezoning process at future community outreach and engagement events.

Public Meetings

December 3, 2025 - The Site and Architectural Commission reviewed and provided input on draft code amendments to address concerns raised at the meeting. The meeting agenda, with the staff report and written public comments that were received, is online here.

January 21, 2026 – The Site and Architectural Commission reviewed the revised draft code amendments and recommended that the City Council approve the changes with the following modifications:

  1. Adopt the ordinance and resolution with modifications to the windows allowed on the second story to provide more privacy (increase minimum sill height, require privacy glazing, and limit openings); and
  2. Increase the side yard setbacks for the second story; and
  3. Consider any alternatives.

April 7, 2026 – This item is scheduled to be considered by the City Council. The staff report will be available here the week before the meeting.
