It shall be unlawful for any person within a residential zone other than the owner or the tenant of the property, as the case may be, to operate any portable machine powered with a gasoline engine or by electricity used to blow leaves, dirt, grass cuttings, paper, trash, or any other type of unattached debris or material off sidewalks, driveways, lawns, or other surfaces before the hour of 8:00 a.m. or after the hour of 5:00 p.m. on any Monday through Friday; or before the hour of 9:00 a.m., or after the hour of 5:00 p.m. on any Saturday; or any time on Sundays or public holidays.
