The City Council of the City of Monte Sereno finds that noise is disturbing and detrimental to the health, safety and welfare of the public and is contrary to the public interest. Residents of Monte Sereno are entitled to the reasonable use and quiet enjoyment of their property and should be protected from noise exposure during specified periods of time.
