NOVEMBER 7, 2007
MINUTES

 MEETING CALLED TO ORDER

At 7:10 p.m. the meeting was called to order

ROLL CALL

Present: Chairperson Allen, Commissioners Anstandig, Madala and Malloy 
Absent: None


PUBLIC COMMENT

None
 
APPROVE MINUTES OF OCTOBER 3, 2007 MEETING

Chairperson Allen moved to approve the minutes.  The motion was seconded by Commissioner Malloy and the motion passed with a 4-0 vote.

PUBLIC HEARINGS

• 16175 Rose Ave   SS-07-46  Del Villaggio
The applicant is requesting a Site Development Permit to construct a second story addition of 672 sq. ft., remodel the existing interior and expand the front porch of an existing single story residence.

Associate Planner McGranahan provided a brief description of the project

At 7:15 p.m. the Public Hearing was opened.

Robin Streiker, Arlee Drive, stated that she would like to see vegetation used for additional screening.

Since there was no one else wishing to speak, the Public Hearing was closed at 7:16 p.m.

Following brief discussion, Chairperson Allen moved to approve the application subject to the following conditions:

• The applicant shall be required to plant screening trees along the back property fence.
• The approved Landscape Plan shall be planted prior to final inspection.

 The motion was seconded by Commissioner Madala and the motion passed with a 4-0 vote. 

• 15551 Winchester Blvd.   SS-06-39A  Nolan/Conner
The applicant is requesting a modification to a previously approved Site Development Permit to change the exterior finish from wood to stucco siding. 

Associate Planner McGranahan provided a brief description of the project

At 7:20 p.m. the Public Hearing was opened.  Since there was no one wishing to speak, the Public Hearing was closed.

Commissioner Anstandig moved to approve the application.  The motion was seconded by Commissioner Malloy and the motion passed with a 4-0 vote.

• 17635 Fairway Circle  SS-07-47  Nelsen
The applicant is requesting a Site Development Permit for a remodel and addition of 1,263 sq. ft. to an existing single family residence and 524 sq. ft to the garage.  The application also includes a request to remove 5 trees. 
 
Following a description of the application the Public Hearing was opened at 7:25 p.m.

Since there was no one else wishing to speak, the Public Hearing was closed.

Commissioner Madala moved to approve the application.  The motion was seconded by Commission Malloy and the motion passed with a 4-0 vote.

• 16235 Greenwood Lane  SS-07-19A  Nguyen
The applicant is requesting a Site Development Permit to construct a new two story single family residence of 6,366 sq. ft. with a basement of 1,334 sq. ft., a detached second dwelling unit of 636 sq. ft. and a detached pool house of 820 sq. ft.  The application also includes a request to remove 15 trees. This item was continued from the 10/3/07 meeting. 


Following a brief description of the project, the Public Hearing was opened at 7:32 p.m.
 
Glenn Proctor, Greenwood Lane, commented on the size of the house and suggested that some other exterior material besides stucco be used.  He stated that the house as proposed does not fit in with the existing character of the neighborhood.

Omid Shakeri, Greenwood Lane, expressed concern with the location of the storm drain.

Discussion commenced.

Following discussion, Commissioner Madala moved to approve the application subject to the following conditions:
• The exterior elevations of the residence shall be wood and stone siding instead of stucco and stone.
• The applicant shall submit a Landscape Plan, subject to City approval, prior to issuance of Building Permit.
• The approved Landscape Plan shall be planted prior to issuance of final sign-off of the Building Permit.
• The Landscape Plan shall indicate additional plant screening along neighboring property lines.
• The Landscape Plan shall preserve the existing native oaks and not propose plants that would threaten the oaks (i.e. redwoods).
 
The motion was seconded by Commissioner Malloy and the motion passed with a 4-0 vote.

UNFINISHED BUSINESS

• Recommend to the City Council further research into requiring a licensed Land Surveyor or Civil Engineer to verify the accuracy of story poles for Site Development Permits.

Discussion commenced with regard to determining what projects should have the story poles verified by a licensed surveyor or engineer.  Staff was directed to compile a list of various types of projects that would warrant story pole verification and present the list for review at the December Site and Architecture Commission Meeting.

NEW BUSINESS

• Consider rescheduling the January 2, 2008 Site and Architecture meeting.

There was consensus to cancel the January 2, 2008 Site and Architecture meeting and schedule a Special Site and Architecture meeting for 7:00 p.m., Wednesday, January 9, 2008
ADJOURNMENT 
 
At 8:22 p.m., the meeting was adjourned to 7:00 p.m. Wednesday, December 5, 2007 to be held in the City Council Chambers located at 18041 Saratoga-Los Gatos Road, Monte Sereno, California.
